Facebook Ads Not Spending Budget: 7 Reasons and How to Fix Each

schedule5 min read

Your campaign is approved, your budget is set, and Facebook is not spending it. This is one of the most frustrating things that happens to small business advertisers. The good news: there is always a specific reason, and most of them are fixable in under 10 minutes.

The 7 reasons Facebook Ads stop spending (and how to fix each)

The audience size problem (most common cause)

The number one reason campaigns underspend is an audience that is too small. Advertisers add 5 interest layers, restrict to ages 30-35, limit to one city, and end up with 8,000 people. Facebook cannot efficiently find buyers in 8,000 people. The algorithm needs room to operate. Minimum viable audience size for most campaigns: 200,000-500,000. Check your audience estimate in the ad set settings before publishing.

Before changing your bid or budget, check the Delivery column in your Ads Manager table. It tells you exactly why an ad is not spending: "Learning", "Learning Limited", "Not Delivering", "Account Error", "Campaign Paused" — each has a specific meaning and a different fix.

Questions people ask

My Facebook ad says "Active" but has zero spend. Why?

Four common reasons: (1) the campaign is scheduled to start in the future, (2) the ad set audience is too small to trigger delivery, (3) there is a payment issue flagged in billing, or (4) your daily budget is very low and competition in your auction time-slot is winning every impression. Check the Delivery column for the exact status code.

My Facebook ad was spending fine and then suddenly stopped. What happened?

Most sudden stops are caused by: hitting a campaign spending limit, a payment failure on the account, an ad that got flagged after running (unusual but happens with changing policies), or audience saturation where your frequency is so high that Facebook has run out of new people to show the ad to.
